Hi Aakriti,
Full scholarship is very difficult to get, especially for international students. Scholarships are also provided by the universities itself and on merit. You must be an exceptionally bright student to get a scholarship in general. You can check these information on university websites, write to them, if they can consider giving financial aid based on family income. Many factors will come in. You may also check with Fulbright Scholarships to study in USA and British Council or Commonwealth scholarships for UK. Place an enquiry with them.

No, you won't get that much of time for acting in films. IAS officers remain in duty almost 24 hours. They don't have that much of time.

The admissions are closed now in most reputed colleges and universities and the batches have already begun. You may contact some private universities like Amity though which might accept admissions with a late fee.
