NCERT (Class 9 and 10)- Believe it or not, the best books are often the ones that are the simplest. Try to finish these before going for other books. Follow Wren and Martin for basic English and grammar. Sarvesh Verma (Quantum CAT for Quants) and/or Nishit K. Sinha (Logical Reasoning, Quants and Verbal Ability)- A good choice to begin with after NCERT books. Sol

Yes, whenever you give MAT like February or May, you'll be eligible to take admission in any B-School. Apart from some b-schools which are in the top 50 ranks.

Cut off of college goes up as you delay the process of admission also you have to give entrance exam of college.
As college became university seats availability is there you can also check on website of college for more information.
Placements are good but you have to perform in given opportunities companies do come, but performance is mandatory, as the corporate culture is getting tougher.
