HBTU Kanpur ( earlier HBTI) is now a seperate government funded university.Thus for admission, a person needs to clear JEE Mains with a good All India General Rank.The current criteria for the JEE Mains has no weightage regarding 12th marks.You will find both type of students here i. e. state toppers as well as hardly passed guys.

Since you don't have any Bachelor's background in Hindi it's hard to say. I would suggest IGNOU as it's relatively easy to get. But, it could be difficult to get admission in government colleges. But, enquire with individual colleges who have MA Hindi.

Yes, you can are eligible for BITS, PILANI if you have 76 percentage marks in PCM and 59 marks in Maths. Hope you GOT your answer. Thanks.
