Dear Jay,
As you have already done a diploma, you are eligible for seeking lateral entry in B.Tech. One requires to qualify LEET as conducted by the technical education board of the state. Lateral Entry Entrance Tests are conducted on state level. But some colleges and Univerities too conduct Lateral Entry Tests. You will get direct admission to 2nd year of B.Tech if you clear the exam.
Some colleges that you can consider are:
Punjab University,Chandigarh.
IP University,Delhi.
Punjabi University,Patiala.
Thapar Institute of Engineering and Technology,Patiala.
KIITS University,Orissa.
Government College of Engineering,Pune.

In fact there are many students who are doing that in our country as insurance and mutual fund advisers, marketing executives/campus representatives of a mobile communication company, or as part time salesmen in retail shops. Some students are running online business by setting their own portals. State Governments are promoting start up ventures in such venues directed by the government.

It is beyond my comprehension that one can do UG in mechanical and PG in electrical branch of engineering. As far as I know, it is not possible at least in any AICTE approved college.
secondly, after doing UG and PG in engineering, one should pursue Ph.D. in engineering or technology. In India, Quantum or Atomic Physics both do not fall under these categories and they come under science category. Therefore, even if somebody does so he would receive Ph.D. (science) not Ph.D. (engineering)
