No, you won't be eligible to get admission as your percentage is low, othercase you can even get depending on the entrance exams.

It's not possible to do one course from 2 different colleges in a different year. You have to study for whole 2 years in the same college.

It is not possible to start from your 2nd year in any college unless the college accepts migration. You can contact the college and ask them the same.
