Yes, it is possible to participate in two state-level NEET counselling processes simultaneously. They may participate in the MCC NEET counselling or the national level counselling as well. However, once they are allotted a seat and they take admission, they will not be eligible to participate in other state or national level counselling processes. As you know that there are 3 main rounds for NEET counselling. If you don't report the college alloted to you in 1st round then there will be no problem at all, you can move into next round without otping college.
In 2nd round if you don't report to the alloted college then you will be able to go in round 3 but you will not get the registration fee back which you paid for counselling (fee can be variable according to category)
In 3rd round if you don't report the allotted college then you will be disqualified from further counselling and for as penalty you will not be able to participate in counselling for a specific period (like 2to3year

If you have applied for round 2, and did not get any update, there is no problem. You will retain your first-round allotted college. As per the latest NEET UG rules, you cannot upgrade after round 2. You have to go for the mop-up round, where you have to re-register yourself and hope for an upgraded college. But, there is one demerit that if you did not get any college in this round, you will lose the round 1 allotted college also. So, make a decision wisely.
