No NIOS BOARD is recognized board by ministry of HRD GOVT. OF INDIA. It is valid for all govt. jobs as well as for admission in all the degree courses after 12th in India.
But colleges abroad don't accept Nios .

I am afraid your unique solution to do 12th again will not be able to work. This is so since it's the "first" passing year of 12th that counts. I feel you have lost the opportunity to seek admission in NIT etc. By choosing medical.
