149 is a very low score. You need to score a minimum of 180 marks in NMAT exam to get admission in a good B-school for MBA. NMAT cut off is the minimum score required to be scored by aspirants in the exam for admissions into MBA and PGDM courses in NMIMS, its affiliated universities, and other top business schools in the country that accept the NMAT scores. The cut off may be released in the form of a score or percentile.

You should start studying from YouTube. There are lot of free resources you can opt for. Also don't forget to practice last year question papers. They are an aid to practice. Try giving sample papers and keep a timer for yourself. Focus more on mathematics.

You might want to give private colleges a try. With a 19 percentile score let's be honest government colleges will not approach you however, applying voluntarily to a private college will increase your chances of not skipping a year and from there on you can work on building your profile for a good job during your master's programme.

XIMB accepts NMAT score and You can get into XaHR (Human Resource), Xavier School of Rural Management (RM), Xavier School of Sustainability Management (some) only through your NMAT score. Generally, the cutoff for XIMB is above 180 as seen from previous years cutoffs analysis. But, you may still stand a chance of receiving a call and getting yourself converted at XIHR which is also a part of Xavier University Bhubaneswar (XUB) as the cutoff of XIHR goes at low as 155 since last two years.

You have got good marks. Unfortunately the answer is no as the minimum eligibility for HR in XIMB is around 220 marks. But I would suggest that you can look for further options like:
Xavier Institute of Management (XIMB), Bhubaneswar
SDA Bocconi Asia Center, Mumbai
ICFAI Business School (IBS), Hyderabad
ITM Business School, Navi Mumbai
LM Thapar School of Management, Chandigarh
BML Munjal University, Gurgaon, Haryana.
