I don't have much idea about Punjab University so I cannot comment on it. But B.Com LL.B in UPES, Dehradun is good. You will learn a lot of things. Because the pattern of UPES academic is very nice. And if we talk about faculty then you will get excellent faculty here. You will get an excellent support from them.

The criteria of university says that those candidates who have completed 10+2 with at least 50% marks are eligible for admission to B.A programme.
Candidates could fill centralized or non-centralized admission form online through the website of the college.
The application form is made available separately.
Students shall fill up the application form and make the payment of the fee either online or offline in any mode as preferred.

To be very true, there is no chance. Your rank is high dear, as much I know.
There is a chance you may get MBA Insurance, which is taught in Karaikal centre.

The institute offers Bachelor of Engineering (Chemical) course. It's a four years full-time degree programme. They don't provide distance education in chemical engineering.

Instead of filling the entrance exam, you may also apply for the B.Sc with your merit cut-off accordance to the of 12th result. I hope the best for you.
