Although both colleges are design based (primarily fashion) they cannot be compared as such. As in, you cannot bluntly state which one is better. I guess it depends on what you're looking for. I'll just try to state the pros and cons of both, so you can choose for yourself. Pearls academy is a fairly old institute with a reputed name and a good job placement and internship history.

Despite not offering a course on hair styling explicitly, Pearl Academy does offer a course on fashion styling. Although Jawed Habib or the VLCC Academy are other options, they are unquestionably far superior to pearl.

No, you cannot. Pearl Academy is offering UG, PG and Professional level programmes. The minimum eligibility criteria for UG courses is 10+2. So you have to first complete your 12th.
