Yes, you can appear in the exam but make sure you will qualify in M.A. With a minimum 55% or 50% if you belong from the general or reserved category respectively. NTA has also released the UGC NET 2019 Application form on 9th September till 9th October 2019. After clearing the UGC NET exam make sure you will qualify your master's degree within 3 years of duration. As per the UGC NET rules, if you fail to clear your Masters in 3 years your qualifying certificate will be disqualified. I hope the above information will help you out. All the Best.

If you are talking about Lady Sriram College then. There isn't any entrance exam for the UG course in Political Science in DU. Admissions are done on the basis of the cutoffs released every year. Generally, the marks of your best 4 subjects, including Political Science, is taken into account. However, if you hadn't studied Political Science previously in 12th there will be a deduction of 2.5% from your aggregate score of best 4 subjects. Thank you.

Foreign/ NRI/ CIWGC candidates can apply directly at Anna University by filling and submitting the application form prescribed by the varsity at the time of admissions

Candidate must have completed B.A. (Hons.)/ B.A./B.Sc. (Hons)/B.Sc. with the required percentage including all subjects studied at B.A./B.Sc. level except for those subjects where only pass marks are required and which do not contribute to the total in the final (degree) mark sheet. The subject in which admission is sought must have been studied in all the three years at the undergraduate level.
