The admission process of PSG College of Technology is based on Tamil Nadu Engineering Admission (TNEA) conducted by Anna University Chennai. Further, TNEA is a counselling process, which is based on 12th marks. Hence your JEE percentile does not matter here. If you have good marks in 12th then apply for TNEA counselling process under other state quota by using TNEA website:

PSG College of Technology is a private engineering college and hence some seats will be vacant for direct admission too. Candidates can take admission through entrance exam by securing a qualifying score in TNEA entrance exam. For direct admission, candidates should have completed the intermediate.

I suggest you to go with VIT-Chennai ECE, as it's the top private institute if you can afford the fee. Else, my second choice is to go with SSN than other colleges.
