Eligibility criteria: Higher Secondary (10 + 2) qualification from a recognized educational Board with Mathematics as one of the main subjects. A minimum aggregate score of 45% at the 10+2 level.

Yes, you can get BA English in PSG College and there is no problem because government has announced all colleges to keep admission open for CBSE students as results have not been declared yet.

Surely, you will get all the top colleges in Tamil Nadu. Go for a decent college which will provide you a placement, say your marks in PCM and total so as to recommend other good colleges.
