To become a Radio Operator, here are some requirements you'll be required to fulfil.

I) A Diploma or certification will be required from a recognised institution.
II) For an Amateur Radio Operator post, you may pass the Amateur Station Operator's Certificate (ASOC) exam. It is conducted by the Wireless and Planning and Coordination Wing (WPC). Or, to become a Radio Operator for JSSC, you need to pass the JSSC Radio Operator exam. 
III) The last requirement is to obtain a license.

Apart from this, you may also need to show your Indian National proof.

Yes, even if you got less than 40% marks in Class 12, you're still eligible for admission to a bachelor's degree course in radio production. While some top colleges like Jadavpur University, AAFT, etc., may have a higher percentage criterion, there are many other Radio colleges where you can easily get admission on base passing marks.
