Hi, since you are from a different university you are not eligible for admission through merit basis and you'd only get admission through an entrance exam. The forms for registering for DU is available in it's official website, do check them soon.

Most of the course admission is based on your 12 th marks. Some course have entrance exam. The admission for Under graduate course is fully merit based. The marks is being checked against the cut off released by DU. But some course have entrance exam for admission. The process is following-

You have to calculate the percentage out of the best four subjects, which although, should include a language. So English is a compulsory subject which you're supposed to include in your best of four. So the subjects being, English, Maths, Computer, Accounts/Commerce. The calculation is 93+99+99

The cut-offs for diploma courses are supposed to be out tentatively around July. Stay tuned until then. The eligibility criteria is that a student should have scored an aggregate of at least 45% in their 12th board exam after which an entrance exam will be conducted.

Thanks for putting your query in Shiksha. You will face a few percentage disadvantage in case you are changing your stream from arts to commerce in college. This disadvantage varies in case of different DU colleges. For getting a better picture of this scenario I'm attaching a link which mention
