There is no specific cut off for it as they judge you on the basis of your personal interview. However, you must have a valid scorecard to be eligible for the interview process.

The chances of government jobs are quite low after completing SAP. As government organizations are also not seeking any certifications by SAP in respect of their professionals and also accepting their functionality when they are trained at any local agency too.
