My brother got 69 percentage in JEE and get 3100 ranking in sastra, is there any possibility to get in to the college through counselling.

The score in JEE is quite low so maybe your brother is not at all applicable in any government college like NIT, IIEST or IITs but yes he may get admission in sastra university through conselling rounds conducted by sastra.

Sorry to tell you that you may not be called for the counselling as only 1700 students were called for the second round of stream 1 students.
Please try in some other colleges.

Sorry to tell you that there are no chances of entering into SASTRA University. Try some other colleges.
