IIIT-Bhagalpur is definitely better being mentored by IIT Guwahati and permanent campus started building. Leave the IIIT tag alone, it provides best facilities, approved by MHRD as institute of National Importance.

There is nothing like maximum percentile. The question should be minimum percentile.
12th boards - 70% and JEE Mains - 30%. Based on this they rank students and take admission.

At the time of admission you need to have minimum 60% and should have attempted JEE Mains in order to get admission. As the admission is based on 12th -70% and JEE score-30%.
