In the previous year they had an option of payment through demand draft but year they haven't provided this option. This means they only want payment through SBI collect. The link may not be working due to some glitches. I request you to wait for 24 hours.If even after 24 hours the link is not working I request you to contact NITW office and fax at +91-870-2459547.

No, you cannot apply for it after 12th. Your age should be between 21-30 in the year of application and you need to have a Bachelor's degree.
The age is being relaxed by 5-years for SC/ST candidates, 3 years for OBC while for gen (PWD) -10 years, SC/ST(PWD)- 15 years and OBC PWD-13 years.
