You need to get the rank up to 1000 may be even 1000 is more, all you need is to get top rank that may help you to go through Andhra University in AP state, it is also a best university.

Yes, you can apply for M.Sc. In Food and Nutrition after you have completed your graduation in Chemistry. Any graduate with a B.Sc. Degree in Botany/Zoology/ Chemistry/Biology/Food and Nutrition/Microbiology/Food Science/Clinical Nutrition & dietetics/Home Science/Food technology can apply for M.Sc. In Food and Nutrition.

Yes, non Maths candidates can be apply for BMS. And it is not mandatory to have Maths for BMS course you can easily get admission without Maths.
