First of all B.Tech in Biotechnology is classified as an engineering degree. So, for getting into an engineer course you will have to give MHT CET. MHT CET for engineering contains Maths. So yes, Maths is compulsory for you to get admission. MHT CET score with PCB won't be acceptable.

Yes, you can get admission in Shaheed Rajguru College of Applied Sciences in psychology courses. You should apply for this college and wait for second or third cut off. Best of luck.
