First of all that's pretty cool that you want to study abroad and talking about the score you acheived in PTE which is 49, I think its a bit average but many colleges in sydney do accept the score. So as per me do apply it you have a chance to get the opportunity to study your desired course. Go ahead.

Yes. They do accept it. National Institute of Open Schooling is an organisation run by central government. They have complete authority to conduct board exam and no one can question their validity. First of all, it depends on which course you are interested in. You can get admission with this score in many of the universities. For courses such as IT engineering, computer engineering, civil engineering, etc. If you are planning for Australia, I think, you should go for it or else, civil because these courses are booming in Australia.
