I am not able to pay fees for UGC NET after filling out details it shows our server is facing technical problem I have tried many times.

Hi,
It is a network issue. Retry after some time or you must have missed some details to be filled. Check the full form carefully again. Mainly these are the two reasons when it gets stuck

Eligibility:
Candidate must have completed graduation with 50% marks from any recognized institute/university.

Yes, you can pursue B.Ed course if you fulfill the eligibility criteria like percentage, age, etc.
