I got 25399 rank in TS EAMCET 2018. Do I have any chances of getting a seat in a government or private college for pharmacy/agriculture?

Yes, your rank is decent. But there are less chances for government colleges.
But you still try for government colleges in the councelling rounds. But you may get good private colleges with this rank.

I think it is very difficult to get a seat in CBIT with that rank. You can go through the college predictor as well:

It depends on the caste you belong to. For general category it is difficult to get a seat with that rank.
