Without degree certificate, shall I attend the TSEdCET counseling? Can I submit the certificate within 15 days?

Without degree certificates, it won't be possible to attend the counselling. You need to have your documents with you at the time of counselling.

As of now, the counselling of TSEdCET have not been announced yet. Only the results are announced, so you may have to wait.
