Yes, the University of Milan offers “Excellence Scholarships” to the best performing international students, who are enrolled in the first year of a Master's degree program at the institute.
The scholarship grants around EUR 8,000 (INR 7.6 L) each to about 60 students, & covers the entire tuition fees for about 100 eligible students.
To be eligible for applying to the above financial aid, students must submit respective admission applications to a PG course, before the end of May.

Yes, international students can apply for Permanent Residency (PR) in Italy, after living a minimum of five years in the country.
Students can then opt to apply for either a temporary PR or a permanent one.
The fascinating thing about Italy's PR system is students can also apply for the citizenship of the country, after living a minimum of five years on a temporary residence permit, followed by another five years on the permanent residence permit.
