The normal requirement for M.Sc is Bachler degree with 45% for SC/ST and 50% for others. If you have above criteria, then you take admission in anywhere for M.Sc as per my knowledge.

Please have a look at the Oxford website, the requirement page have it clearly mentioned , mathematics is indeed required

Additionally all candidates must also take the Thinking Skills Assessment (TSA) as part of their application.
