Yes, it is possible to transfer to UPenn from your current university or college, however, the requirements vary based on the school, you opt to apply to.
Penn requires students to complete one-half of the total number of courses at the institute itself, regardless of the number of credits you have attained at your present institute.
The Wharton School & School of Engineering only accept student from the second year, the School of Nursing & College of Arts accept both second & third-year transfer students.
