UPTU is the university name - Uttar Pradesh Technical University and UPSEE is the examination name - Uttar Pradesh State Entrance Examination, Hence both are same.

You don't need to have an income certificate issued after 1st of April. According to the new rules of state government income, certificates are valid up to 1-year. So if you have an older certificate. You can go with that for your counselling. Good luck!
