I got 28970 rank in WBJEE and got 8200 rank in tfw scheme so what college is best for me to admission in csc.

Your rank in WBJEE is not very satisfying to get you any good engineering colleges, so ask yourself, do you really want to do engineering? If yes, then take a gap and prepare well for the next year. Best of luck.

Would the counselling start from 1st or 22nd number? I have got 23 number in WBJEE counselling allotment.

There is no special preparation for WBJEE if you are an JEE aspirant.
All you need is, some good practice of previous year question papers along with thorough read of your notes which you might have prepared for other entrance exam.
So, you should prepare with JEE textbooks of Arihant publications.

Which colleges can I get with 38 marks in JEE Mains? I belong to EBC category.

With 38 marks only in JEE mains, no college is available to give you admission in B.Tech course.
