Yes, branch change is permitted at the Government College of Engineering and Textile Technology (GCETT) Serampore under specific conditions. Swami Vivekananda University (SVU) in Kolkata provides a Bachelor of Technology in Computer Science and Engineering (CSE) curriculum. SVU a private university founded in 2019 is recognised by the University Grants Commission (UGC), which allows it to offer degrees. According to the All India Council for Technical Education (AICTE) Act, UGC-approved universities are not required to the obtain separate AICTE clearance for their programs. While SVU's B.Tech CSE programme does not have separate AICTE accreditation the university's UGC recognition ensures its authenticity.

You may have difficulty entering the BVSc and AH programs in West Bengal on a NEET score of 199. The cutoff marks for such courses usually range from 300 to 550. Some of the private universities might still consider your application, however. Fifteen seats are available at the West Bengal University of Animal and Fishery Sciences, Kolkata, while 60 are available in the Faculty of Veterinary and Animal Sciences, WBUAFS, Kolkata. HIT Haldia and Narula Institute of technology both have decent reputations for the CSE branch but HIT Haldia generally has a slight edge in terms of infrastructure, campus facilities, and placement opportunities. HIT Haldia has tie-ups with more core companies and offers better industry exposure whereas Narula is good for location advantage being in Kolkata. If placements and campus life are priorities HIT Haldia might be a better choice but if you prefer being in a metro city Narula can be considered.
