Repeated amendments made by AICTE (All India Counseling for Technical Education), which was hampering UPSEE Counselling, has faced a fresh blow. The Central Admission Board (CAB) has rejected the previous AICTE rules, under which the eligibility criteria for general candidates was relaxed from 50 % to 45% in PCM subjects. After the new ruling, the pending counseling of UPSEE, conducted by Mahamaya Technical University, will start afresh from 20th July and last till 16th August 2011. The decision was taken in a meeting by the board members at Lucknow on 13th July, 2011.

The counseling for Kashmiri migrant quota students will take place on 18th July, while counseling for Non-Resident Indians will commence on 21st July, 2011 in the Mahamaya Technical University premises. Students whose certificates could not be verified on 22nd and 28th June will be given a second chance on 19th July, 2011. The AIEEEE quota counseling will be held on 20th July. 14th August will be the last day choice locking and the fee will be collected on 16th August. The new session might begin from 18th August 2011.

This year, for the convenience of students, documentation verification and choice locking centre has been made at one place. For this, 36 centers have been made across 16 cities in the state. These centers include Agra, Mathura, Aligarh, Allahabad, Bareily, Gautambudh Nagar, Ghaziabad, Gorakhpur, Jhansi, Kanpur, Lucknow, Meerut, Moradabad, Muzzarfarnagar, Sultanpur and Varanasi. In Greater Noida itself there are 3 centres. In cities with 6 thousand candidates, there is one center, with city having more than 6 thousand students there are two centers and with cities having more than 12 thousand students three centers have been set up.

It is notable that on 16th and 17th April 2011, 65 thousand candidates from 27 cities sat for the technical and management entrance exams at 237 centers. Of them 24 thousand 700 students qualified while 1 lakh 40 thousand 407 students could not make it to the entrance examinations.

With new AICTE rules, students dreaming to take admissions with 45% are disappointed. The biggest issue is faced by the colleges, who might now find it hard to fill the vacant seats. On the other hand, students scoring less than 50% have no options left but to resort to private colleges.

This year, number of available seats in engineering colleges were less than the deserving candidates, which has given nightmares to college authorities. Nearly a week back, AICTE had relaxed the eligibility criteria from 45 % to 50%, which brought celebration for B Grade engineering colleges. However, the final say in this matter was still pending. Now with the fresh ruling, which barred students with less than 50% marks, the situation has become tense for such colleges. The students are equally disappointed and have their precious 1 year at stake.
