Government college lecturers are chosen through a series of tests, which are really tough to crack unless they are good at their subjects. After these tests they are given training on how to teach/express the knowledge in best way. It is possible to change the branch after the completion of the first year only if you score very well and be one amongst the toppers. Not only that, you need a strong influence with the management. It is usually not advised to do this because there is too much risk.
