Yes, Taxila is AICTE approved and you are eligible to apply with the scores you have along with the scorecard of either of CAT/MAT/CMAT/GMAT/XAT/ATMA.

Yes, having more than 50% during graduation and appearing for CAT makes you eligible for Taxila. Apart from these two parameters, you would also be evaluated on the basis of interview and case analysis.
