2,000 students left in lurch as medical college gets derecognised

The courses offered by the College of Physicians and Surgeons (CPS) in Parel have been derecognised by the Union ministry of health and family welfare, the Bombay high court was informed on Wednesday.


The college, located near KEM Hospital, currently has 2,000 students enrolled in various courses. Counsel for the ministry, Rui Rodrigues, informed the court that the new notification issued by them earlier this month derecognises the qualifications offered by the institute in their third schedule of courses as well.


In December 2009, an affidavit filed by KVS Rao, deputy secretary, ministry of health and family welfare, had said that after consulting the Medical Council of India (MCI), the state government and CPS, the Centre had derecognised the medical qualifications granted by the institue in the first schedule.


The court had pointed out that the third schedule had similar courses as in the first one. However, a fresh affidavit was submitted by the Centre on Wednesday stating that the courses from the third schedule had also been derecognised.


MCI had recommended the withdrawal of recognition granted to courses such as diploma in pathology and six post-graduate courses which confer the degree “Fellow of the College Of Physicians and Surgeons” in various specialisations.


MCI, after inspecting the college premises, had found that CPS lacks infrastructure and faculty required to run the courses.
The PIL was initiated by two doctors, Arun Date and Dhananjay Kshirsagar. THe institute has sought time from the court to challenge the notification. The court will now be hearing the case after six weeks.


In November, the court had issued a show-cause notice to the secretary of the health and family welfare ministry for delaying the derecognition of the courses. The notification derecognising the courses in the first schedule followed the month after.
