
CBSE has stated that Digilocker will serve as valid document for admissions in higher education institutions.
The Central Board of Secondary Education (CBSE) has clarified that it will discontinue issuing hard copies of Migration Certificates for Class 10 and Class 12 students from 2025 board examinations. Instead of hard copies, certificates will be provided digitally through Digilocker platform.
CBSE has stated that Digilocker will serve as valid document for admissions in higher education institutions.
The decision follows a University Grants Commission (UGC) directive advising all universities and colleges to accept degree certificates, marksheets, and other educational records from Digilocker as authentic document.
CBSE circular reads: "CBSE had decided that from 2025 examinations onwards, hard copy of Migration Certificate will not be issued to the students of Class XII and Class X. However, a digital copy of the Migration Certificate will be issued by the CBSE in Digilocker of the candidate which could be used by the students for admission to higher educational institutions. The fee charged by the CBSE for issuing the Migration Certificate would also not be charged."
CBSE in statement has also confirmed that no fee will be charged for digital Migration Certificate. However, during transition period, students who still require a physical copy can apply for it through the Duplicate Academic Document System available on CBSE website.
According to the board, only 38,386 students out of 17,04,367 who appeared in the Class 12 examinations in 2025 applied for a hard copy of the Migration Certificate.
The digital move is part of CBSEβs broader effort to promote paperless governance and easy access to verified academic documents via Digilocker.
