As per the media reports, Bhushan Patwardhan Chairman, NAAC, has said that "a committee has been constituted to work out the details of the merger. The NAC is a vertical of the proposed Higher Education Commission of India (HECI) which will replace the University Grants Commission and All India Council for Technical Education (AICTE)."
Education Ministry has begun the work to create the 'meta-accrediting body', the National Accreditation Council (NAC), combining the National Assessment and Accreditation Council (NAAC) and National Board of Accreditation (NBA).
KK Aggarwal, Chairman of NBA, said, A committee has also been set up under Patwardhan to not only look after combining the two accreditation body but also to figure out details of NAC, as proposed under the HECI. The committee will be responsible for drawing the organisation’s structure and its function. The body will set up the quality parameters of the educational institutions in India."
Aggarwal is not a member of the committee. While speaking on the same, he said, “I have not received any notification or invitation so far but the committee has been constituted." NAAC is responsible for awarding accreditation to the Universities and colleges in the country. While NBA is responsible for giving accreditation to technical educational institutions – including the Indian Institutes of Technology (IIT).
In July, Education Minister Dharmendra Pradhan announced the decision to bring the accreditation bodies under one umbrella of HECI during the launch of the National Institutional Ranking Framework (NIRF). Education Minister had also said that all institutions under University Grants Commission (UGC), AICTE and other bodies will come under this framework.
