Rajya Sabha members petition President seeking absorption of Ad-hoc teachers at DU

The letter states that the service conditions of the ad-hoc teachers in the University of Delhi are discriminatory and exploitative.

Six members of the Rajya Sabha have written to the President of India requesting for one-time regulation for the absorption of ad-hoc and temporary teachers at Delhi University. More than 4500 teachers working at DU are ad-hoc or temporary teachers.

The six members of Parliament, Dr. V. Sivadasan (CPIM), Prof. Manoj Kumar Jha (RJD), Binoy Viswam (CPI), P. Wilson (DMK), Choudhary Sukhram Singh Yadav (SP) and Dr. Syed Nasir Hussain (INC) have petitioned to the President of India, Ram Nath Kovind for β€˜One-Time Regulation for Absorption’, in recognition of the long years of services given by these teachers to the University. The members have stated that the regularization of teachers can be done through a regulation that will be legally tenable, thus ensuring justice for the suffering teachers along with the security of service in future.

The Democratic Teachers Federation (DTF) has welcomed this important intervention by the Members of Rajya Sabha and hopes that the President, in his capacity as Visitor of the Delhi University, would persuade the Government to take necessary steps.

The Petition states: β€œWe write to you to voice the concern of more than 4500 teachers of Delhi University who are affected by the abnormal situation, wherein appointments have not taken place for nearly a decade. We also support the need for a One-time Regulation for the Absorption of ad-hoc and temporary teachers as per the DoPT Roster, a provision for teachers working against vacancies that are approved and earmarked according to the reservation roster meant for teaching positions in the University, given that the University has failed to fill up vacancies on a regular basis.”

Discriminatory and Exploitative Service Conditions

The letter states that the service conditions of the ad-hoc teachers in the University of Delhi are discriminatory and exploitative. They fulfil all the requisite academic qualifications like NET/JRF, M Phil, PhD, Post-doctorate, etc. from prestigious Universities of India and abroad, and are appointed against substantive posts according to the approved reservation roster.

β€œThey have contributed consistently to the academic and the corporate growth of the university, however, they are denied facilities such as annual increments, medical benefits, leaves, etc. The tenure of ad-hoc teachers is fixed for four months which gets extended on the basis of satisfactory service records and interviews,” it states.

This indefinite nature of ad-hoc service stands in stark violation of not only the Statutes and Ordinances of the University of Delhi but also of UGC Regulations which have stipulated a maximum of 10% for such vacancies.
