Doing both at the same time is manageable to some extent but prioritizing both of them is quite difficult. I would suggest that if you are planning to do any professional course like CA CS CMA or any other, it would be best if you pursue your graduation from distance learning. If you take regular college it would get really difficult for you to manage both of them (saying that because of my personal experience)
Also, there are times when some exam dates of CA & B.Com from DU clash with each other, like one of my friends is doing CA with B.Com (regular college) and one of her exams on 25th May got clashed, so she missed B.Com exam (I do

For Delhi University, it depends from college to college. In my case, I am pursuing bcom from Maitreyi College & its annual fees is around 7,000-8,000 per year (no hostel) plus you have to pay examination fees at the time of filling examination form which varies from 500-1500, depending upon the semester. So, yes Maitreyi has really really affordable fees for bcom students.
However before Maitreyi I took admission in Shivaji College & guess what its fees was around 18000. So you can not have an estimate about their fee structure. Though if you do it from any private university, it definitely costs more than double of what it cost here.

It's alright! It's not a big issue that can't be overcome. You still have time. Instead of focusing on that what you lose, now start focusing on what you have. Even if you give 1-2 hours daily to it, you can easily cover it up. But it requires consistency and hard work. So, be relaxed and make a proper schedule to cover the whole syllabus. And always remember that there is no shortcut to studies. You can refer to various books like T. R Jain and Sandeep Garg (for simple language) and youtube channels. All the best.
