Both CPA and ACCA are premier accounting degrees from the USA and UK, respectively. Both are equivalent to the CA qualification in India. The Key difference between CPA and ACCA is the GAAP they specialize in. CPAs are considered experts in USGAAP (used by companies listed on NYSE), while ACCAs work with UK GAAP (used by companies listed on LSE). Generally, the closing rank in KCET for RVCE:
Civil: 3354
CSE: 573
ECE: 798
EE: 622
ME: 584
From the above tables, we can suppose that KCET which see a number of applicants higher than that of COMEDK, but yet latter has a similar cut off as KCET but for less number of candidates. Although one can't exactly tell what should be your rank to be able to get a seat in RV college of engineering as the last year cutoffs can't exactly predict your chances as the cutoffs are based on so many factors so it isn't ever constant.

Normally colleges don't allow students to join a course if you have standing backpapers. But how can you get the pass Certificate if you haven't cleared the exam?

For UT POOL General catagory 92% is enough

B.Com can be good if done from the some reputed Colleges like Sri Ram College of Commerce (SRCC) University of Delhi, Lady Shriram College for Women (LSR) University of Delhi, Loyola College University of Madras and Christ University etc. Otherwise you needs to do some PG courses like MBA/ PGD etc. For getting some placements.
