Hi,
You can pursue B.Tech CSE or B.Tech it to learn the languages. If somehow you are not interested in programming you can pursue MBA and get inspiration from the story of Steve jobs. You can also approach private tutors to learn languages and become a freelancer.

Yes, you can take up BA in Anthropology after 12th. The eligibility is just 10+2 from any stream so any student passing 12 can take up B.A. In Anthropology. The duration of this degree course is three years and is covered under 6 seems. Some of the entrance exams conducted for admission to B.A. Anthropology course are
AUCET (Andhra University Admission Test), Andhra Pradesh
UET (Lucknow University Entrance Test), UP
Viva-Bharti University Entrance Test, KOLKATA

This is somethings that we do not have clarity on. In some sections of the internet and media, it claims that the UGC expert committee had agreed to allow students to opt for one regular and another distance or correspondence Bachelor's program in 2013. But there is other news that says in 2016 UGC did not allow students to take two Bachelor's programs. So I would suggest you contact your university or college and discuss your dilemma. If the college or university has no issue then you can pursue it without any problem.

No fees is to be paid on each semester, i.e 6 months, it can also be taken year wise, it depends on your college, but it is never taken together at once.
