CS starts at the 10+2 level. Diploma in CS engineering is not considered to be graduate level. Now, you have 2 options- complete class 12th and do foundation level CS while simultaneously preparing for the exam. ( class 11th+class 12th)

Yes, you can, but it would be hard to say in which colleges you can get admission. Most of the top colleges have strict admission criteria.

You have to select the subject for NET exam based on the subject. You have studied in your PG degree, so you are eligible to take only commerce subject.
