you belong to general category and cut-off for general in B.Com is very high (89%+).
So you can't get admission in Delhi University.

Which one is better: BCA or B.Com being a student from commerce stream, non-maths? I scored 65% in 12th.

We cannot compare BCA and B.Com because they both are different paths. If you have interest in computer programming and all then you can apply for BCA and if you don't have interest in computers, then you can go for B.Com.

It is easy to crack the exam. However, it's difficult for an average student. It's going to be quite easy for a good student to clear it, but difficult to be in top ranks.
