You can pursue M.Com from distance with. Ed but it will be difficult for you to study both. In B.Ed course lots of practicals are there and assignments are there. Also your exam dates might intersect with each other. If you can manage your time then there is no problem.

In countries such as Canada and NZ Masters are opted only when one wants to proceed onto doing a Ph.D. Canada and NZ hence have PG Diplomas. In Canada sometimes these PG Diplomas come with paid internships under 'Student Placement programme' or SPP. In Singapore and Dubai, you are not allowed to work part-time whilst on a student visa. So, with this information you need to decide yourself doing the math correctly.

Yes, you can do this course from any institute in your city.
But if you want to do it from a particular institute you have to fallow their criteria of admission.
