You can go for Guru Gobind Singh Indraprastha University. In this university, there are many colleges who offer B.Com with minimum 50% in 12th class. You have to give entrance exam first, then you will get colleges according to your rank.
Some of those colleges are VIPS, JIMS, Maharaja Agrasen college, Kasturi Ram College of Higher Education, etc.

Tally software learning not a part of the syllabus. So Tally is not at all important in your studies. But if you want to work as an accountant, or as a finance professional, Tally knowledge is highly desirable, because many of the businesses implement Tally ERP 9 as their accounting or business administration software. Nowadays, Tally is a complete payroll software, so you will need it if you want to be an HR professional also.

Yes, some universities provide BCA degree without mathematics in 10+2. But you must be eager to learn math, as BCA course is a Computer Science course and computers are all about math, so it includes math.
