The fees that you are quoting is for a full course of four years in the college. Of course if you are planning to stay in the college hostel you may have to pay extra for this facility. I am sorry but this is a National Institute of Eminence and held in rank with other NITs and IITs. So, I, being a student of the same would like to inform you that no lateral entry from other colleges are entertained or possible in IIEST. Unlike any private college.

Yes, indeed. Diploma holders of mechanical engineering can definitely seek lateral admission in aeronautical engineering branch.
