Yes, you can get lateral admission in 2nd year of aeronautical engineering after completion of Diploma in mechanical engineering provided you fulfill other criteria if required. However, admissions are only in colleges of your state.

Aerospace engineering is one of the best job sectors in Canada and demand is said to be high until 2024 and beyond as well. Job opportunities include technical support engineer, stress engineer, aircraft performance engineering, etc. Everything will depend on your academic skills, qualifications, research interest, university you have passed out from etc. Canada as a whole is very fair to international students, if you have the required abilities you will be recruited.

For doing aerospace engineering from the best colleges of India such as IITs, IIST, etc. you must have to appear for JEE advanced after clearing JEE Mains.
In JEE advanced, you must have to score good rank to get admission into these colleges.
