Yes, as you are a resident of Rajasthan, you can take admission in Swami Keshwanand Rajasthan Agricultural University - B.Sc (AGR).

It is really harder to get a seat in Jayashankar University with 84k rank even for your community. I really advise you to try for one more time appearing for exam.
