No, you cannot get a seat at Andhra University as it is the top institute in the state. Hence, only ranks below 5k are eligible to get into it.

Based on the last year of trends, CSE is difficult at MVGRCE if belongs to general category. However the following are the other options at MVGRCE as Mechanical, EEE and Civil.

The last admitted rank in 2019 at GVPCE in CSE for Andhra Pradesh EMACET was 4190 for OC Boy candidate. So your chances are moderate. However you can get CHE here.
