Instead of government, I believe that you must try with privately or jointly run medical colleges, though the privately run colleges have quite a high fee, starting from 4 lacs P.A (tuition fees) in a common scenario. And having domicile of both states looks illegitimate.

Yes, to be eligible to sit in CLAT you have to pass +2 from a recognised board or any board equivalent to the recognised boards. Since your board is recognised (https://agc.ac.in/php/boards.pdf), you shall be eligible to sit in the CLAT, AILET, BHU, JMI, AMU GGSIPU and other 5 year law entrance exams.

No, NCC round of counselling has already been completed, however, you can participate in the 3rd round counselling of without reservations.

I think VRSE is better than G Pulla Reddy, but you need to decide it depending on your rank and reachable distance from home.

You need to decide it depending on your category but as per me, VRSE, GVPE, RVRJC and SRKR are some of the good colleges for ECE.
